Exploration of the Arctic is one of key development priorities for our country. The region possesses enormous economic potential.

Hydrocarbon-rich deposits of the continental shelf that can rightfully be named our strategic resource play an even more significant role in the fuel and energy balance of the Russian Federation, and can ensure long-term development of the economy potential of the country as one of leading energy world powers.

The government of Russia consistently creates conditions for efficient development of Arctic deposits, stimulates implementation of cutting-edge technologies that increase output productivity and efficiency and ensure technological independence of the state.

I am certain that discussions taking place during the Forum will sparkle up new initiatives dedicated to development of the mineral resources base and strengthening of energy security of our country, and that RAO/CIS Offshore will be an interesting and efficient conversation space for all participants.

Development of oil and gas resources of the Russian Arctic is one of the most important tasks of the modern economy and a driver to the successful development of the entire country. We can only accomplish this complex goal together, by uniting efforts of the state, scientific institutions, and private companies.

The value of the RAO/CIS Offshore forum is the fact that it allows experts, scientists and representatives of the government and leading companies to discuss relevant issues of economic development of the country, determine growth points, and suggest specific solutions to modernize the fuel and energy industry on the continental shelf.

Stable activities in developing oil and gas fields in the Arctic are extremely important for steady functioning of strategic sectors of out economy. Introducing new power facilities and upgrading generating systems aids us in reaching national development goals.

Exploitation of fields is directly tied to Russia’s important priorities in the Arctic, such as national secutiry. Thus, it is symbolic that a meeting of the scientific advisory Council of the Maritime Board of the Russian Federation will take place as part of the Forum.

Transformation of the energy industry opens new possibilities for reaching technological sovereignity, growing innovation potential, and expanding cooperation with friendly countries.

I am certain that RAO/CIS Offshore will allow discussing the development of the fuel and energy industry on the continental shelf on the highest level.

Dear participants of the 17th International Exhibition and Conference for Oil and Gas Resources Development of the Russian Arctic and CIS Continental Shelf!

I welcome you to this important event that gathers leading specialists, representatives of government institutions and businesses to discuss relevant issues and perspectives of natural resources development in the Arctic.

This Forum is dedicated to Yevgeny Velikhov, an academician, and a great science specialist and facilitator. Yevgeny Velikhov stood at the origins of the Forum, was the head of its Organising and Program committees for years, and made significant contributions to development of the Arctic shelf.

Nuclear technologies play an important role in the Arctic development. They allowed us to build an atomic icebreaker fleet and supply remote territories with power. To further develop the Northern territories of our country, we require new materials and technologies that resist the extreme environmental conditions and do no damage to the natural environment.

I wish all the participants a fruitful experience, interesting meetings, and new achievements!

Today, the world faces new technology breakthroughs and environmental challenges that demand consolidation of efforts of the global community. I’m certain that cooperation alone can ensure steady development of the industry, preserve unique natural ecosystems and increase competitiveness of oil and gas complex enterprises. St. Petersburg Chamber of Commerce and Industry actively supports initiatives for strengthening the economic potential of regions and extension of international partnership. I’m sure that taking part in the Forum will be an important milestone of professional growth of every participant and open new communication perspectives.

I am really pleased to meet participants of RAO/CIS Offshore 2025 International Exhibition and Conference for Oil & Gas Resources Development of the Russian Arctic and Continental Shelf!

The Arctic region is essential for the Russian gas sector, as this is where 83% of all the resources mined in Russia are produced, as well as where prospected reserves reach 53.4 bln cbm (30% of all world’s stock). Strategic development of the Arctic region, establishment of the energy, transportation and harbor infrastructure, investments into geological survey and mining, design of Arctic-focused technologies – these are number one tasks both for the state and the business community. Development of the Arctic and the Northern Sea Route is also going to open wide prospects for international collaboration, including with the CIS and BRICS countries.


All these topics will find their place in the business program of RAO/CIS Offshore Exhibition, which for the first time ever will be held during St. Petersburg International Gas Forum. Altogether, we have planned over 20 events, including the Strategic Priorities of Russia in the Arctic plenary session.


The exhibits at RAO/CIS Offshore 2025 will be showcased by more than 100 companies from Russia, China and other countries. The participants will demonstrate their projects for continental shelf reclamation, new equipment and technologies for drilling and development of offshore hydrocarbon fields, protection and security means for the critically important infrastructure.


St. Petersburg International Gas Forum becoming one of the key events of the oil and gas industry in the world. The Arctic-related topics are smoothly integrated into the Forum program and help solve strategic tasks faced by the Russian state. Besides RAO/CIS Offshore, this year SPIGF 2025 will also include the Strategic session on continental shelf development.

With a history spanning over 30 years, our Forum has been a vital platform to showcase innovative developments and address current topics in offshore hydrocarbon production and Arctic development. Over the years, RAO/CIS Offshore has brought together representatives from over a thousand companies from Russia and 22 other countries, which attests to its significance on the international stage.


This year, more than 200 companies are participating in RAO/CIS Offshore 2025, including major production companies – Gazprom, Gazprom Neft, Rosneft, Novatek, and Lukoil – and their Russian and international partners. Also participating are high-tech product manufacturers from Rosatom State Corporation, Kurchatov Institute, shipbuilding companies, engineering enterprises and research centers.


I would also like to highlight that this year, for the first time, the exhibition and conference are held as part of St. Petersburg International Gas Forum. We hope that by working together, we can build a fruitful partnership and unlock new possibilities for the Arctic region.
