30 Years in Focus Arctic Shelf

The 16th International Exhibition and Conference for Oil and Gas Resources Development of the Russian Arctic and CIS Continental Shelf RAO/CIS Offshore 2023 took place on September 26−29 in St. Petersburg.

In recent years, the Northern Capital has secured the status of a leading venue for discussing and advancing domestic and international initiatives for the Arctic zone development. This is significantly facilitated by the RAO/CIS Offshore exhibition and conference, being a unique platform for sharing experience, unveiling new technology, and finding new business contacts in the field of developing the resources of the continental shelf. In terms of its status, thematic completeness and significance, the Forum has a reputation of an authoritative global platform to discuss key aspects of the development of natural resources of the Arctic shelf. The Forum program traditionally includes the entire range of topical issues of sustainable development of the Russian Arctic and shelf.

The RAO/CIS Offshore 2023—congress and exhibition programs, technical seminars and youth sessions—has been attended by managers and specialists from more than 250 companies, leading scientific industry institutes, including the largest players in the fuel and energy sector, including Gazprom PJSC, State Corporation "Rosatom", United Shipbuilding Corporation JSC, NK Rosneft PJSC, NOVATEK PJSC, Transneft PJSC and many others.

The key topic of the RAO/CIS Offshore 2023—Unlocking the Potential of Russia by Developing the Arctic and the Continental Shelf of the Russian Federation—was discussed at the plenary session. The role of state regulation in the development of the sea shelf and the organization of Arctic and Antarctic research for the development of regional infrastructure and the construction complex of Russia, prospects for unlocking the technical and technological potential of Gazprom PJSC in the development of hydrocarbon deposits in the Arctic, current challenges and prospects for the development of the Northern Sea Route, as well as the situation with and prospects of legal regulation in subsoil use and the development of nuclear energy on the brink of offshore projects were reported to the delegates by Maxim KULINKO, Deputy Director of the Northern Sea Route Directorate of the State Atomic Energy Corporation "Rosatom", Andrey CHEKANSKY, Head of the Department of Gazprom PJSC, Vasiliy USTINOV, Head of Kurchatov Complex of Nuclear Energy Technologies for Transportation, Kurchatov Institute National Research Centre, Denis NIKISHIN, Deputy General Director of the Federal State-Owned Enterprise "Rosgeolexpertiza" and Roman SAMSONOV, Professor of the Moscow State University of Civil Engineering, Associate Professor of the Higher School of Public Administration of the Moscow State University.

The exchange of views within the framework of 13 thematic round tables made it possible to discuss in detail current technological, legislative, regulatory and economic aspects of the development of resources of the continental shelf and the Arctic zone. Over 650 specialists became delegates to the Forum. 235 reports were heard during the conference program.

The issues discussed at the conference were illustrated at the exhibition where innovative developments of 35 domestic companies engaged in geological exploration, production and transportation of hydrocarbon resources in the Arctic areas were presented, including PO "Sevmash", LLC "Uralmash NGO Holding", JSC "ARKTIMORNEFTEGAZRAZVEDKA", Kurchatov Institute National Research Centre, JSC "NPP PT ‘Okeanos'", JSC "Central Research and Development Institute of Automatic Equipment and Hydraulics (TsNIIAG)", Research and Production Company "Severo-Zapadnoye Morskoye Agentstvo", etc. The exhibition featured a joint exposition of St. Petersburg enterprises, organized by the St. Petersburg Committee for Arctic Affairs, which participants presented the industrial, scientific and educational potential of St. Petersburg, aimed at the development of the Arctic territories and the continental shelf.

Within the framework of the Forum, the results of the International Competition of Scientific, Technical and Innovative Developments aimed at the development and exploration of the Arctic and the continental shelf, held with the support of the Government of the Russian Federation, were summed up. In 2023, 43 works from 32 organizations were submitted for participation in the competition covering a wide range of scientific, technical and production issues; 7 works won. Based on the results of the competition, it was proposed to recommend projects that have potential industrial and production significance and are at an early stage of development for inclusion in federal programs and projects.

The RAO/CIS Offshore Forum has been held since 1993 and over the past thirty years has taken an important position in facing technological and scientific challenges in the development of hydrocarbon resources of the continental shelf, primarily the seas of the Arctic Ocean and the Far East.

As a follow-up to the Forum, based on the conceptual proposals of delegates for the development of the industry, a "Final Conclusion" will be prepared, which will be sent to the Government of the Russian Federation, relevant ministries and departments and the largest fuel and energy companies.
